let p= number of pencils your sister bought.
You know she only bought 1 notebook that costs $1.19. Write this as a linear equation
total cost= cost of 1 notebook + cost of p number of pencils
$3.92 = $1.19 + 0.39p now solve by isolating the variable p. You should subtract $1.19 from both sides of you equation. Then divide both sides of the equation by 0.39. This will give you the number of pencils your sister bought at 0.39 for each one of them. You should get 7 pencils.
