History Essay on Constitutional AmendmentsIn the early years of the United States, voters in each state did not directly elect their senators.  Instead, state legislatures elected senators to serve in the U.S. Senate.  The Constitution established this practice, which continued until the 17th Amendment was passed in 1913.  The Amendment established that senators would be elected by popular vote (the vote of all the people) in the same way as members of the House of Representatives.Major issues led Americans to make a change.  For one, state legislatures were often unable to agree on a choice for senator and went for months or even years without filling a vacant U.S. Senate seat.  Indiana had an empty senate seat for two years and Delaware for four.  Small delays were even more frequent, and the temporary vacancies interfered with the Senate getting work done.In addition, the public was deeply dissatisfied with senators chosen by some states.  These senators were ruled by the state politicians who put them in office, and they rarely served the interests of the people.  In some cases, they and their friends pressured or bribed state legislators to elect them to the Senate so that they could pass laws that favored special groups or a particular business or industry.  The Senate brought charges of corruption against some of these men.
