C. Labour unions
Secondary stakeholders are those who do not engage directly in transactions with the organization but are still affected by its actions. Customers and employees are often considered primary stakeholders because they have a direct interest in the organization's performance. Suppliers are also primary stakeholders. Labour unions, on the other hand, represent the interests of employees but are not directly involved in the organization's operations, making them secondary stakeholders.
