The only advice I can say is your grandmother needs to stop enabling him. As for the car issue, unless she gives permission or his name is connected to the car through legal means, he can't legally take the car. If he does, she can report it stolen and possibly have him arrested. Sorry if this doesn't help, and sorry for commenting on a post 1 month late, but this is the only advice I know of currently.
