1. The office received the DA 185 application form dated 12/05/2025 for the manufacturing
warehouse (VMS).
2. The Inspection appointment was scheduled at the client’s address at Unit 2,11 Fransen
Street, Chamdor, Krugersdorp on the 05/06/2025.
3. Walk through was done to assess risk and revenue implications, to secure any risk and to
conduct a site inspection to facilitate licensing and assist the client in complying and
improving administration in support of a formal application for licensing submitted Post

Inspection conducted at 5 Star Beverages Pty Ltd was conducted as follows:
 We visited the client’s address at Unit 2,11 Fransen Street, Chamdor, Krugersdorp
and met with Nadine Van Staden, Director, and she took us to the warehouse and
gave us an overview of the company.
 Walk through was done to assess risk and revenue implications, to secure any
risk and to conduct a site inspection to facilitate licensing and assist the client in
complying and improving administration in support of a formal application for
licensing submitted Post registration / licencing visit performed.
 Client is registering for Secondary manufacturing warehouse which will be used
for blending alcohol and bottling.
 They will buy their alcohol from NCP and Illovo.
Which will be neutralise when received in the warehouse to a specific percentage.
 They will be manufacturing the liqueur for now and sell it to the local market (liquor
stores) and restaurants.Manufacturing Process:
 Client will receive ethyl alcohol at 96,4%LA blend it according to the orders
received.
 The alcohol product will be broken down to between 15% and 23% alcohol per
volume.
 Flavours will be added to make the liqueur, and it will be bottled into the containers
50ml.
 The product will be sold the local liquor stores and restaurants.
Client will update Excise if they add other products in future.
Machines and Tanks used for manufacturing process:
 2 x Mixing tanks (400 litres)
 2 distilled water tanks
 1 bottle filler
 1 packaging machine.
Labels will be printed and hand attached to the bottles.
Products:
The client will manufacture the following products which will in 50 ml:
 Apple Sours Liquor 23%
 Caramel Liquor 23%
 Spiced Liquor 23%
 Cherry Liquor 23%
The same products will also be 15% and in 50 ml bottles.
Client will buy their empty bottles from:
 CK PET Packaging, Midrand.
 IV Plastics, Krugersdorp
 Fire certificate attached to the case.
 Floor plan has been provided.

The following is a summary of the post-registration/licensing visit conducted for 5 Star Beverages Pty Ltd:

POST REGISTRATION / LICENSING VISIT PROCEDURES

The inspection at 5 Star Beverages Pty Ltd proceeded as follows:

  • Upon arrival at the client’s address, we met with Nadine Van Staden, the Director of the company, who guided us through the warehouse and provided an overview of operations.

  • A thorough walk-through assessment was conducted to identify potential risks and revenue implications, ensuring the business could secure its operations in accordance with licensing regulations.

  • The client is registering for a Secondary Manufacturing Warehouse intended for blending and bottling alcohol.

  • The firm will source its alcohol from NCP and Illovo, which will be neutralized upon delivery to reach a specified alcohol percentage.

  • Currently, the client will manufacture liqueurs for distribution primarily to the local market, including liquor stores and restaurants.

Manufacturing Process:

  • The client will receive ethyl alcohol at 96.4% LA and blend it according to customer orders.

  • The final alcohol product will be diluted to between 15% and 23% alcohol by volume.

  • Various flavors will be added to create the liqueurs, which will be bottled in 50ml containers.

  • The products will be marketed to local liquor stores and restaurants.

  • The client will inform Excise authorities should they expand their product line in the future.

Equipment Used in the Manufacturing Process:

  • 2 x Mixing Tanks (400 liters each)
  • 2 Distilled Water Tanks
  • 1 Bottle Filler
  • 1 Packaging Machine

Labels will be printed and manually attached to the bottles.

The client will procure empty bottles from:

  • CK PET Packaging, Midrand
  • IV Plastics, Krugersdorp

Safety Compliance:

  • A valid fire certificate has been provided.
  • A floor plan of the facility has been submitted.
  • Adequate fire extinguishers are positioned near exits for safety.
