I don't understand what the difference was between the Lodge reservation and the Hitchcock reservation.

Both reservations seem to be similar.

I have to find a difference.

both talk about the advice which can be rejected or accepted and that Congress is the one to declare war.

Would the difference be that the Lodge talks about more issues like the political independence of other countries?
