(4/2)(b^5/b^7)(c^3/c)(d^3/d^2)

when you divide exponents, you subtract the numerator exponent with the the denominator exponent. I've done b for you.

(2)(b^(5-7))(c^3/c)(d^3/d^2)
2(b^(-2))(c^3/c)(d^3/d^2)

whenever the exponent is negative, it goes in the denominator like demonstrated with b:

2(c^3/c)(d^3/d^2)/b^2
