Do you have a typo? of is the 2nd equation really 3b = 5b -3

If there is not a typo then solve for b: -2b = -3 so b = 3/2
Substitute 3/2 for b in the first equation.

If you do have a typo and you should have 3a = 5b - 3
then subtract the b terms from both sides in each equation

3a-2b = 1
3a-5b =-3

Multiply the top equation by -1
The a term will eliminate and you can solve for b.
To find a, substitute the value for be in either one of the original equations.
