Will this help?

y+1=-3/2(x-0)
y+1=-3/2(x)
y=-3/2(x)-1

When x=0, y=-1
When x=1, y=-5/2
When x=2, y=-4
and so on.

set it up like y=mx+b:
y=-3/2x-1

b=y-intercept
m=slope

put a dot at (0,-1) that is the y-intercept

then go down three and right two (or up three and left two) [that's the slope: -3/2]
