The spoils system was a practice where government jobs were given to friends and supporters of the winning political party. President James Garfield wanted to change this and make sure jobs were given to the most qualified people. However, this made some of his supporters very upset. Because of these tensions, Garfield was shot by a disappointed office seeker. After Garfield's death, his successor, Chester A. Arthur, surprised everyone by supporting civil service reform to improve job fairness.
