                The complex [Cr(H2O)4Cl2]? contains Cr(II). What is the charge on the complex?

    If it is Cr(II) then this is formally 2+, each of the Cl is formally 1-, so overall the charge on the complex is zero.  There is no charge on each H2O.
A more common complex is the Cr(III) complex [Cr(H2O)4Cl2]Cl.2H2O
