                I don't understand this question:
US ships were kept out of North Sea (which had mines) put by Britian. Was Wilson being inconsistent?
I don't understand, Is the question asking if Wilson was inconsistent about keeping US ships out of North Sea or inconsistent about Wilson not wanting to keep Americans off ships of belligerents?

    Since Britain had put mines in the North Sea, it makes sense that the U.S. not sail there.  I don't see any inconsistency.
