I have no idea what you want. Putting a particular point at the first may or may not mean anything

3x=2y+9 is just another way of saying
y=3/2 x -4.5
(-7 , 9), 3X = 2y + 9

I assume you want an Eq that passes through the given point with a slope = to the given Eq.

STD form: y = 3x - 2y = 9,
Slope =-A/B = -3/-2 = 3/2,
y = mx + b,
9 = 3/2(-7) + b,
b = 18/2 + 21/2 = 39/2 = 18 1/2.

y = (3/2)x + 39/2
