.9x<=1.7x-17
divide by .9
x<= 1.7x/9-17/9
subtract 1.7x/9 from each side
x(1-1.7/9)<=-17/9
x(1-.19)<=-17/9
divide both sides by .81 and you have it.

0.9X + 9 <= 1.7X - 8.
0.9X - 1.7X <= -8 -9,
-0.8X <= -17,
Divide both sides by -0.8 and reverse
inequality sign:
X >= 21.25.
