The MAIN reason the attack at Pearl Harbor was so damaging is because at the time of the attack A most of the United States' navy ships were at the harbor.
This concentration of naval power made the attack particularly devastating, as many of the battleships and aircraft carriers were either sunk or heavily damaged, significantly weakening the U.S. Pacific Fleet.
