Yes, in this case it was. The fall of the Soviet Union ended the Cold War that had split Europe and much of the rest of the world.
Also would the fall of the Berlin Wall be consdiered a part of US History even if it was in Germany?

The fall of the Berlin Wall was part of the breakup of the Soviet Union. It was a visual symbol of the hostilities and was an obvious symbol of the end of the hostilities when it came down.
