Cleisthenes made the Athenian government more democratic by implementing the principle of isonomia, or equal political rights, which allowed for greater participation of citizens in the political process. He restructured the political system and created new voting districts (or "demes") that helped break the power of traditional aristocratic families and allowed more citizens to engage in the assembly.
The three groups who were not helped by his changes were:

Women - They were excluded from participating in political life and did not have the right to vote.

Slaves - Slaves had no political rights or citizenship and were excluded from political participation.

Metics (resident aliens) - Non-citizens who lived in Athens had no political rights and could not vote or hold office.
