Draw the Lewis electron dot structure and it will help you decide.
A Lewis acid is an electron pair acceptor. A Lewis base is an electron pair donator.
I^- has any of four pairs to donate.
BCl3 is one of those compounds with too few electrons (it doesn't obey the rule of eight) and it can accept a pair of electrons.
NH3 has a pair of unused electrons it can donate.
You look at the others.
