During the first year of his presidency, Herbert Hoover did not achieve the following:
- Hoover targeted organized crime leading to the arrest of Al Capone.
- Hoover established programs that supported the funding of arts and literature.
- Hoover funded direct relief programs that created jobs for the unemployed.
Instead, he focused on business recovery and voluntary cooperation among industries rather than direct government relief or intervention. Hoover did attempt to address the economic crisis through measures like the Reconstruction Finance Corporation (RFC) in 1932, but most of his actions in 1929, his first year in office, were not aimed at regulating business practices that directly caused the Great Depression.
Most notably, he believed in limited government intervention in the economy and promoted voluntary efforts, which did not include widespread regulation of business practices during that time.
