I figured out the answer by using the slope intercept formula:
y-y1=m(x-x1)
y - 4 = 1/3(x - 3)

the slope intercept form has the appearance of
y = mx+b
so you will have to continue with your correct starting equation

y - 4 = 1/3(x - 3)
y - 4 = (1/3)x - 1
y = (1/3)x - 1 + 4
y = (1/3)x + 3 , which is choice a)
