The left hand cell is
2OH^- ==> O2 + 4e + 2H^+
The right hand cell is
4H^+ + 2e + 2OH^- ==> H2 + 2H2O
2OH^- ==> O2 + 4e + 2H^+
The right hand cell is
4H^+ + 2e + 2OH^- ==> H2 + 2H2O
