R = 2r +3
pi R^2 = pi r^2 -33
= pi*(4r^2 + 6r + 9)
3r^2 + 6r + (33/pi) +9 = 0
Solve that quadratic for r.
Are you sure the problem did not say
"The area of the small pizza is 33 pi square inches less than the large pizza. " ?
The answer would be easier to write down in that case, because the pi factors would cancel out
