Since 31 is a prime number, and not a factor of 33, there are no common factors to cancel out of both numerator and denominator. Therefore the fraction 31/33 is in lowest terms (simplest form) already.
If it was 30/33, you could reduce it to 10/11, by canceling out the common factor 3.
