It seems to me that the antagonist is poverty. Check this review for more information.

I still believe the antagonist is poverty, not a person. Raspberry and her mother are struggling against poverty and becoming homeless.

ok...so would the conflict be that they find their stuff missing one day and must leave and live on the streats as they did before because of money problems???
