Congress also plays a role by making laws and giving money to different departments, so they can influence what the bureaucracy does. As for whether cabinet-level bureaucrats should be elected, I think they should not be. If they were elected, it would turn into more of a popularity contest rather than focusing on the skills and experience needed for the job. Plus, it could make it harder for them to do their jobs well because they'd be worrying about getting re-elected instead of just taking care of the work that needs to be done.
