Mexican leaders initially allowed American settlers to bring enslaved people into Texas as a means to promote economic development and increase the population in their sparsely populated territory, hoping that these settlers would bolster agriculture and establish a robust economy. However, as the influx of settlers occurred, Mexican officials grew increasingly alarmed by the potential for rebellion and the widespread acceptance of slavery, leading them to implement laws such as Article 13 of the 1829 decree, which aimed to abolish slavery. Despite this prohibition, many Texans circumvented the law by simply ignoring it and continuing to import enslaved individuals, driven by their agricultural needs and the deeply entrenched social customs of the Southern United States, thereby exacerbating tensions between the settlers and the Mexican government and setting the stage for future conflict.
