Why are racial imbalances in our economy difficult to overcome?

Racial imbalances in our economy have many complex causes. Lack of education, cultural habits, and longtime prejudices all play a part in poverty. Overturning those causes takes massive efforts and money -- and even then it's difficult to effect major changes.
