In the context of colonial governments, the part that typically assisted the governor was the council. The council often acted as an advisory board to the governor and could also perform functions similar to a legislative body in some colonies. The assembly, on the other hand, was usually composed of elected representatives from the colony and had its own legislative powers. The proprietor refers to individual landowners or investors who had governance rights in proprietary colonies, but they were not part of the government structure that directly assisted the governor.
