I will be more specific, DrBob. What 5 strategies would the City of Tokyo's municipal government think of to solve earthquakes?

Note: I know that an earthquake is a natural diaster that can't be stopped.

I thought there was enough information about earthquake mitigation and strategies for survival in those three references to write a book (well perhaps only a short book but a paper, anyway). And the question only asks for a listing, not a discussion.
