In English, periods and question marks used in dialogue should be placed inside the closing quotation marks if they are part of the quoted material. If the punctuation applies to the entire sentence rather than the dialogue, then it should be placed outside the closing quotation marks.

- Did you just say, "I love reading"? (question mark outside because it applies to the whole sentence)
