b is probably closest. The Nationalists mainly wanted to maintain the special interests of the Kuomintang, consolidate military power, and were not very interested in reform. There is a good history at

For the second question, I would favor c. Foreign investment is also allowed now in other areas. The areas that are conidered Special Zones keep expanding.
