if an acid spilled on a highway, what should be done to clean up the spill?

Sprinkle, pour, slosh, or whatever the right word (depending upon the amount of acid spilled) baking soda (NaHCO3) to neutralize the acid and hose everything down with LOTS of water. You can call the emergency or hazardous waste control units of most states and get an official answer.
