Yes Ofelia uses the fairytales to escape the reality of the war. She would tell fairytale to her unborn brother so her and her mother can escape from the stress of the family. This really shows towards the end of the movie where she was talking to the to an anciano and she was was the only the saw him. When the captain came after here he saw that Ofelia was talking to someone and he was unable to see it only her.
