"Federalist 51"

by James Madison

TO WHAT expedient, then, shall we finally resort, for maintaining in practice the necessary partition of power among the several departments, as laid down in the Constitution? The only answer that can be given is, that as all these exterior provisions are found to be inadequate, the defect must be supplied, by so contriving the interior structure of the government as that its several constituent parts may, by their mutual relations, be the means of keeping each other in their proper places.

The statement that best explains the differences between the two passages is:

Common Sense argues for the purpose of government, while the Federalist Papers argues for the structure of government.

This is accurate because Thomas Paine's "Common Sense" primarily discusses the rationale behind government and the justification for independence, while Madison's "Federalist 51" focuses on the organization and structure of government to ensure a proper balance of power among its different branches.
