at one point in time native americans were called Marginal Americans does anyone know why? Please help

The term "Marginal Americans" refers to those considered outsiders: ethnic minorities, the poor, the disabled, and so many others--all living on the margins of mainstream society. It seems a misnomer, doesn't it, since the native americans are the FIRST Americans!
