Will a base + H2O ALWAYS from a basic solution? (not a neutral or acidic solution)

I suppose it depends somewhat upon how you define a base. Remember that there must be a half dozen definitions. If you are using the Bronsted-Lowry definition of acid/base, I can't think of any that when added to water will not produce a basic solution (as long as the base being added dissolvs in water).
