a) They both act on electric charge, and aew proportional to the charge

b) Magnetic forces are produced by moving charges only and act upon moving charges only. Electric fiels act upon any charge, regardless of its motion.

Magnetic fields cannot change the speed of a charge, only the direction. Electric fields can change the speed of a charge.
