The trick is to recognize that 8 and 27 are cubes of 2 and 3, respectively. So take the cube roots first, as follows
(8/27)^(2/3) = [(8/27)^(1/3)]^2
= (2/3)^2 = 4/9
(8/27)^(2/3) = [(8/27)^(1/3)]^2
= (2/3)^2 = 4/9
