It showed that as many as 3,000 tortoises could be harmed by the project. But BrightSource said that those numbers were not right. Before starting the project, the company did its own study. It found only 67 tortoises living on the land. Additionally, BrightSource made some changes to its construction process. The company was trying to be careful around the tortoises. The government relied on its own findings, however, and ordered BrightSource to stop most of the construction.
