Which state would best be suited to harness wind energy?

North Dakota and South Dakota would be best suited to harness wind energy, as they have high wind resources and relatively flat terrain, which are ideal conditions for wind turbine installation. California and Florida also have some potential for wind energy, but North and South Dakota have even greater potential due to their windier conditions.
