The international community and foreign governments responded to the Holocaust with varying levels of action and condemnation. Some governments, like the United States and Britain, took steps to rescue and provide refuge for Jewish refugees. Others, however, turned a blind eye to the atrocities, such as the Soviet Union which initially downplayed the extent of the genocide. The lack of a unified response allowed the Holocaust to continue unabated for a significant period of time before the full extent of the horrors was revealed. Ultimately, many countries expressed remorse and guilt for their inaction during and after the Holocaust.
