What don't you understand about this problem?
90 = 9*10
so 3.7 * 90 = 10 * 3.7x9
Surely you have learned that when you multiply by 10, you just shift the decimal point one place to the right.
Note also that since multiplication is associative, you can move that 10 around as you like.
3.7 * 90 = 3.7 * (10 * 9) = (3.7 * 10) * 9 = 37*9
so 3.7 * 90 = 10 * 3.7x9
