As generals and officials were more concerned with their own personal gain and power struggles, resources and attention were diverted away from defending against external threats. Additionally, the use of foreign mercenaries and the internal disputes within the military further complicated efforts to effectively protect the Empire. Overall, internal political strife made it difficult for Rome to maintain a strong and unified defense against external enemies.
