Since 2/5 = 0.4 . . .
Let x = total bill.
0.4x = 8
x = 8/0.4
x = 20
Let x = total bill.
0.4x = 8
x = 8/0.4
x = 20

I would say 20 dollars. Because if Jen had 8 dollars that must have been 2/5 of the bill which would make 1/5 4 dollars and 4 x 5 = 20.
