His speed is 35 mph, but his instantaeous velocity is a vector with 35 mph magnitude and a constantly changing direction. After one complete lap, the AVERAGE velocity is zero because he is back where he started.

Your question does not say whether you want the instantaneous or lap-averaged velocity. They are not the same.
