C) to help stable democratic governments emerge in the region.
The United States offered economic aid to Russia and Eastern Europe during the 1990s to support their transition from communist regimes to stable democratic governments. This aid aimed to promote economic development, build infrastructure, and improve living standards, which would in turn support political stability and democratic governance in the region. Additionally, by providing economic assistance, the United States also sought to strengthen diplomatic and economic ties with these newly independent countries and promote democratic values and institutions.
