Why is a free market system able to respond faster to devastation caused by war and natural disasters?

With a free market system, individual companies can immediately decide to go and help (and make money from) people devastated by a disaster. With a government-controlled system, you have many more people, rules, committees, and budget constraints that make responding to disasters a long and tedious process.
