    I think it means that arrogant rulers usually fail in achieving their goals.  Think of Julius Caesar, Napoleon Bonaparte, and Adolf Hitler.  
Another intepretation could be about historians who often write about events from the point of view of the victors. Perhaps their accounts would be more balanced if they were more modest about their own side's accomplishment.
