What are the three states that do not have ports on the Atlantic Ocean?

I can think of more than three -- all the states that border the Gulf of Mexico as well as all the states that border (or are surrounded by) the Pacific Ocean.

Are you asking about U.S. states? At least 35 of our 50 states don't have ports on the Atlantic Ocean.
