I think this would have been so because well the Congress of Vienna is making things equally good for everyone, but the people who have worked, or stood up with napoleon have learned and have begun to have the feelings of Nationalism. With Napoleon back in the game, people could use him very usefully against others. No, the congress was not a complete success because it was unable stop the forces of Nationalism and the desire of people for freedom, which would lead to another revolution.
